A controlled professional service, not software. Each step is fixed-scope, with evidence and version control throughout. Initial operating focus: California, Oregon, and Colorado packaging.
1. Free fit check
Purpose: qualify, not advise. You send:
- Legal entities and brands selling into each state
- States supplied and approximate revenue / packaging tonnage bands
- Current registrations or reports, if any
- Number of unique packaging configurations (not just SKUs)
- Where packaging specifications live — a redacted example is ideal
You get a short email with likely next steps, missing facts, and issues for counsel. Not a legal memo; no definitive exemption finding where judgment is required.
2. Packaging data diagnostic (paid entry product)
Bounded diagnostic, up to 25 configurations:
- Source-file inventory — every file logged, originals never overwritten
- Product-to-packaging-configuration map
- Component register with evidence and confidence per component
- Missing-data and supplier-request list
- State-sales data readiness review
- Fixed proposal for remediation and reporting
This converts uncertainty into a scoped job without promising a filing or savings prematurely. It is the preferred first paid step.
3. Filing-ready data package (pilot)
Up to 50 configurations, up to 3 states:
- Normalized packaging bill of materials
- State-specific assumptions supplied/approved by you or your counsel
- Category mapping with rule citations and version dates
- State-supply aggregation and two-way reconciliation
- Fee estimate or range from the named published schedule — or a clear “unavailable”
- Unresolved-issue register with owners
- Draft portal upload workbook, sign-off record, evidence archive and change log
4. Annual managed update
- Source-change monitoring and quarterly packaging-change collection
- Year-end state-sales refresh, mapping and schedule updates
- Annual reports, invoice reconciliation, audit-ready archive
Optional: packaging scenario analysis
Compare a current component with a specified alternative under a named fee schedule. EPR-fee impact is kept separate from procurement cost, conversion cost, product loss, transport, food-contact and safety requirements, and labeling consequences.
What the work does not promise
- A legal opinion on producer status or exemptions
- Acceptance by an agency or PRO
- A particular invoice or penalty outcome
- Guaranteed savings — unless measured against a real, comparable, approved baseline
- A filing based on knowingly incomplete data
Pricing
Fixed scope, fixed proposal after the diagnostic — no hourly meter, no percentage-of-“savings” arrangements. The diagnostic itself is fixed-fee and quoted after the fit check, once the configuration count is known. Email alex@producerledger.com to start.
